India's Department of Telecommunications has issued guidelines for the forthcoming 2G spectrum auction, penciled in for November 12th. While the subcontinent has already flogged off its 3G bands, it withdrew 122 licenses in the 1,800MHz and 800Mhz waves due to allegations of serious corruption.
